In a disaster, communication becomes crucially important to:

  1. obtain information about what's going on,
  2. coordinate emergency assistance and services,
  3. maintain contact with family and friends.

The impediments to communication include:

  1. no communications equipment,
  2. no communications equipment working because no electricity,
  3. no communications equipment working because destroyed by electro-magnetic pulse (EMP),
  4. inability to maintain and operate communications equipment.

Issues to deal with:
